Brief (around 300 words) personality outline of your character:
As the ruler of Equestria, Celestia is a wise and kind leader. She cares a lot about her subjects, and will often aim to not only rule over them well, but also to encourage them to grow on their own - for example, when Nightmare Moon is destined to return, instead of just telling Twilight how to defeat her, Celestia lets Twilight discover this on her own, and encourages her to 'make friends', which both helps Twilight get out more and giver her the tools to defeat Nightmare Moon. She is also compassionate and forgiving - even though her sister Luna had turned against her and become Nightmare Moon, when she was defeated by Twilight and repented, Celestia was overjoyed to have her sister back, and quickly forgave her.
She is also always fully aware of her position as the ruler of Equestria, and the high esteem that her subjects hold her in, and so when they make social faux pas she will be patient and understanding with them. She also uses jokes and small pranks to help them feel more comfortable around her.
In fact, Celestia possesses a playful, almost prankish nature underneath her regal and dignified manner. Celestia really just likes to have a bit of fun, and at times she can find her duties tedious and boring (such as at the Grand Galloping Gala, where she had to spend all her time greeting every single guest and having no time at all to talk to Twilight). She has a strong sense of responsibility though, and never lets her own desire to have fun get in the way of properly ruling over Equestria. But, that doesn't mean that she won't find (or engineer) her own moments of fun while going about her duties (such as inviting Twilight in her friends to the Grand Galloping Gala in the hope that they would 'liven up' the party).
But, at times being a ruler also means that Celestia has had to make hard decisions. When she was younger and her own sister turned evil, Celestia had to make the decision to banish her to the moon. Even though Luna was family, and someone Celestia cared deeply about, she nonetheless had to make that decision for the good of Equestria. But she doesn't make those kinds of decisions easily, and her action against Luna always pained and saddened her, even as she knew it was necessary.

In Hydroponics, a creature very different from the usual inhabitants was walking through the grasses. She was an elegant pony - or perhaps a horse? - with a long horn on her forehead and graceful wings adorning her back, her mane and tail a bewildering multicolour sight that somehow defied gravity to gently flow through the air.
She looked around the place, curious at all the unusual plants and creatures. One of them, a fleeth deer with a mane that reminded her of her own, nervously approached nearby. Celestia lowered her head, peering at it. "Aren't you handsome? And I do love your hair," she said warmly, her voice tinged with amusement. "Hmm. But I think there's something missing..."
Concentrating, Celestia's horn began to glow. Then with a pop, a mustache appeared suddenly under the fleeth deer's nose.
"There! Now aren't you handsome?" she said, chuckling. The deer looked for confused for a moment, before shaking it's head and sneezing. With another laugh, Celestia's horn glowed again, and she let the mustache disappear again, just as the deer bounded off.
If the character has magic, mutant, or otherwise metahuman abilities, please explain what they are and outline EXACTLY how they function, as their powers may not work due to the nature of the ship or may need to be limited somehow:
While the full extent of Celestia's magic is unknown, what is demonstrated in the series is that Celestia possess magic far beyond that of normal unicorn ponies. She is able to control the sun and the daytime sky, and is in fact responsible for causing the sun to rise and bringing about each new day. (It is unknown whether Celestia actually moves the sun, or creates a new one each day, but for the purposes of rp I will assume that this ability means that she is able to move suns, and by extension other heavenly bodies - or at least the ones on Equestria). And while it is outside of her normal duties, she has also been responsible for moving the moon and the stars while Nightmare Moon was banished.
She was also able to harness the Elements of Harmony - the most powerful magic known in Equestria. They are made up of six elements: Honesty, Kindness, Laughter, Generosity, Loyalty, and Magic (aka Friendship). It is implied that she used them on her own, while Twilight (a unicorn of considerable magical power) - also needed the assistance of her friends to harness them.
Presumably, Celestia is also capable of all the spells that Twilight and other unicorns cast in the series. Some examples of magic seen in the series include telekinesis, locating gems, transforming objects into other objects, teleporting, putting things to sleep, and conjuring up mustaches. She can also transport small objects like scrolls (which I will assume is jsut a differnt form of teleportation). Transporting scrolls also appears to require having Spike on the other end, so long-distance transporting most likely requires something magically able to receive them on the other end, such as a baby dragon like Spike. Her ability to teleport is assumed to be only a short distance, probably around about 5-10 metres).
So far there doesn't appear to be much rhyme or reason to the magical spells in the series, and it appears to be largely dependent on mental ability, with concentration and knowledge being key. She is also capable of dispelling magic, such as when Twilight's magic got out of control.
She is unusually long-lived, having lived for over 1000 years, and is capable of flight and walking on clouds. Also, her hair sparkles and defies gravity.
Non-superhuman special abilities of note (Is your character a master ventriloquist? A naturally-occurring super-genius? The best martial artist in the world? Say so here):
First off, Celestia is a pony - although she is somewhat different to the other ponies of Equestria. She is much larger, and has a build much more closely resembling that of a horse than a pony. She is also a Pegasus Unicorn, a rare kind of pony that has both a unicorn horn and pegasus wings - the only Pegasus Unicorn ponies known are herself and her sister, Luna, indicating that this is perhaps a trait of royal ponies.
She is also a capable and wise ruler, who is beloved by her subjects. She often rules in a gentle manner, allowing her subjects to grow on their own and encouraging them rather than being controlling.
