As the ruler of Equestria, Celestia is a wise and kind leader. She cares a lot about her subjects, and will often aim to not only rule over them well, but also to encourage them to grow on their own - for example, when Nightmare Moon is destined to return, instead of just telling Twilight how to defeat her, Celestia lets Twilight discover this on her own, and encourages her to 'make friends', which both helps Twilight get out more and giver her the tools to defeat Nightmare Moon. She is also compassionate and forgiving - even though her sister Luna had turned against her and become Nightmare Moon, when she was defeated by Twilight and repented, Celestia was overjoyed to have her sister back, and quickly forgave her.

She is also always fully aware of her position as the ruler of Equestria, and the high esteem that her subjects hold her in, and so when they make social faux pas she will be patient and understanding with them. She also uses jokes and small pranks to help them feel more comfortable around her.

In fact, Celestia possesses a playful, almost prankish nature underneath her regal and dignified manner. Celestia really just likes to have a bit of fun, and at times she can find her duties tedious and boring (such as at the Grand Galloping Gala, where she had to spend all her time greeting every single guest and having no time at all to talk to Twilight). She has a strong sense of responsibility though, and never lets her own desire to have fun get in the way of properly ruling over Equestria. But, that doesn't mean that she won't find (or engineer) her own moments of fun while going about her duties (such as inviting Twilight in her friends to the Grand Galloping Gala in the hope that they would 'liven up' the party).

But, at times being a ruler also means that Celestia has had to make hard decisions. When she was younger and her own sister turned evil, Celestia had to make the decision to banish her to the moon. Even though Luna was family, and someone Celestia cared deeply about, she nonetheless had to make that decision for the good of Equestria. But she doesn't make those kinds of decisions easily, and her action against Luna always pained and saddened her, even as she knew it was necessary.
